FLEXIBLE ELIGIBILITY

The LA Flex Scheme is aimed to help the people that do not recive any qualifying benefit.
The Flexible Eligibility (FLEX) scheme is a part of the Energy Company Obligation (ECO) 4 in the UK, which allows local authorities to identify households that are eligible for energy efficiency measures under the scheme. The LA Flex scheme is aimed to help the people that do not receive any qualifying benefits.

The local authorities can then refer these households to energy suppliers to receive funding for energy efficiency measures. The FLEX scheme is designed to be flexible, allowing local authorities to define their own eligibility criteria based on local needs and priorities. This can include households on low incomes, those living in specific types of properties, or those with health conditions that are made worse by living in a cold home.

ELIGIBILITY CRITERA

ELIGIBILITY CRITERA

Route 1: EPC/SAP bands D-G owner occupied households and private rented sector E-G band households with a gross income less than £31,000. This cap applies irrespective of the property size, composition, or region.

Route 2: EPC/SAP bands E-G for owner occupied households and private rented sector households that meets a combination of two of the following proxies:
Proxy 1) Homes in Welsh provision Lowerlayer Super Output Areas 1-3 on the Welsh Index of Multiple Deprivation 2019.
Proxy 2) Householders receiving a Council Tax reduction (reduction based on low income only).
Proxy 3) Householders vulnerable to living in a cold home as identified in the National Institute for Health and Care Excellence (NICE) Guidance. Only one from the list can be used, excludes the proxy 'low income'.
Proxy 4) A householder receiving free school meals due to low-income.
Proxy 5) Ahousehold referred to the LA for support by their energy supplier or Citizen's Advice because they have been identified as struggling to pay their electricity and gas bills. Eligibility Criteria


Route 3: EPC/SAP bands D-G owner occupied households and private rented sector E-G households that have been identified by their doctor or GP as low-income and vulnerable, with an occupant whose health conditions may be cardiovascular, respiratory, immunosuppressed, or limited mobility related.

Application Process

Step 1

Initial Survey

Our experienced experts assess your property to identify which energy-efficient measures are tailor-made to suit your property. The survey would consist of evidencing insulation, measuring the property and taking evidence photographs.

Step 2

Application File Creation

After the survey, an application file for your property is prepared and submitted to the local authority. This application file would include documents relating to the property and evidence to show you qualify through the LA Flex scheme.

Step 3

Local Authority Approval

The local authority reviews the application, which typically takes two to four weeks for approval.

Step 4

Energy Assessments and Heat loss Calculations

Pre and post energy assessments are conducted, along with heat loss calculations to determine the energy demand of the heating system we will install alongside any other measures.

Step 5

Booking In Stage

The project moves to the booking in stage, where installation schedules are coordinated to meet your convenience.

Step 6

Installation Day

Installation professionals arrive to install the chosen energy-efficient measures. The installation times vary between each project depending on what is to be installed and the size of the property.

Step 7

Handover to You

Once installed, your property is handed back to you, and you can enjoy the benefits of an energy-efficient home alongside all of the manual to efficiently run your systems, guarantees and warranties.

Step 8

Lodging and Accreditation

All project details are officially recorded with accredited bodies and utility companies to recognize your home's enhanced energy performance achieved under the Energy Company Obligation Grant scheme.
